Uber has a philosophy of only hiring people who they they match their vibe which is why a first recruiter screen is conducted. Recruiter just gives brief about the role and they just ask tell me about yourself. If they like you TMAY then they proceed you to the next round or they just tell you that they will get back to you after speaking to the hiring manager. If they say this that means you are declined.
