The second interview was with the CIO that makes basic skill question on a whiteboard
My advice will be to do the whiteboard on the first interview and call on a second one just if you like the answers and the candidate

Starts with a phone interview. Later interview in person. Expect a challenging white board interview with the CIO covering concepts related to your skillset. Many people dont pass this requirement.
