How do you implement unpopular process?

Is it unpopular because employees have not been trained thoroughly about its benefits or there could be a better process and no one has taken the time to research it? If the first, I would try to find out as much as I can about it and then make it a positive one. We all hate Brussel sprouts as kids but someone reintroduces it to you and you actually like it.
