In part due to the government contract nature of the work, you need to track hours precisely, so if you complete tasks quicker, you either need to find something else to fill your time, or pretend to work. Pretending to work is as easy as just being on site. It was common for employees to walk around and just chit chat for hours every day. Most people also take lunch at their desks so they can work by "reading" emails, and go home earlier because they "worked" through lunch. Most early career employees accepted a sign on bonus with a 2 year clawback and company matched 401(k) investments are not fully vested until 4 years!
